Our team and Board of Directors bring together decades of experience across education, public safety, behavioral health, corrections, social services, public administration, recovery, and justice reform. With deep professional expertise and personal lived experience, our leaders understand the challenges facing youth and the systems that impact their lives. Their combined knowledge, community connections, and commitment to collaboration allow Orion Watch to build meaningful partnerships and create effective pathways to accountability, stability, opportunity, and long-term success. Together, our team is united by a shared belief in the potential of every young person and a commitment to creating lasting, positive change.
Meet the Team
Rick Hall
Rick Hall brings 27 years of experience in K-12 education to the Orion Watch board. After earning his teaching credential from Chapman University, Rick taught and coached high school before earning an administrative credential from Sacramento State University and a Master’s in Educational Leadership from American Public University. He spent 22 years serving as a site principal, district administrator, and superintendent of public schools. Rick also contributed to program evaluation, accreditation, and continuous school improvement through the Association of Western Schools & Colleges. Passionate about helping all youth succeed, Rick is honored to support Orion Watch and its mission.

Andy Prisco
Andy Prisco is the founder of Washington State’s psychiatric emergency response team program and has spent more than a decade developing innovative training and education programs for public safety, behavioral health, corrections, and workplace violence prevention initiatives across the U.S. and Canada. In 2021, Andy left State service as training manager for Washington’s forensic care system to launch Jumpstart Mastery, a training, education, and consultation organization. A retired firefighter and EMT, Andy brings extensive experience in crisis response, leadership, and education. He proudly serves Orion Watch as Vice-President, supporting its mission to create positive pathways for youth.

SecretaryValarie Gapsch
Valarie Gapsch recently retired after 25 years of state service as an administrator at Washington’s largest psychiatric hospital. She now serves as Secretary on the Orion Watch board, bringing extensive experience working with some of Washington State’s most vulnerable and disenfranchised populations. Valarie also draws on personal life experience supporting children and adults on their journeys toward recovery from substance use and mental health challenges. Passionate about helping others find stability, hope, and opportunity, she is honored to be part of Orion Watch and excited to contribute to its mission of creating meaningful pathways forward for youth.
Dawn Twiddy
Dawn Twiddy is an accountant with Washington State’s Office of Financial Management, bringing more than 30 years of public sector experience and certification in Prosci change management. As Treasurer on the Orion Watch board, Dawn combines her professional expertise with a deeply personal commitment to supporting individuals and families impacted by incarceration, mental health challenges, and substance use disorders. Inspired by her sister’s journey of recovery and resilience, Dawn is passionate about creating opportunities for positive change. She is honored to serve Orion Watch and contribute to its mission of helping youth build stability, purpose, and a brighter future.
TreasurerTammy Bacigalupo
Tammy Bacigalupo is a justice-impacted individual and lived expert in long-term recovery who brings compassion and credibility to her role as a Social Services Worker with the Washington State Office of Public Defense. Drawing from personal experience, she provides peer-informed support to individuals navigating complex systems and life transitions. Tammy holds certifications in peer counseling, recovery coaching, and systems advocacy, and her leadership in recovery and justice reform has earned statewide recognition, including Washington State’s Advocate of the Year in 2023. A proud mother and grandmother, Tammy is a dedicated advocate for healing, accountability, and equitable access to care.
